Enables DNA-binding transcription factor activity, RNA polymerase II-specific and RNA polymerase II cis-regulatory region sequence-specific DNA binding activity. Involved in negative regulation of cell death. Acts upstream of or within several processes, including cellular response to retinoic acid; mesenchyme development; and tube morphogenesis. Part of transcription regulator complex. Is expressed in several structures, including branchial arch; central nervous system; early conceptus; genitourinary system; and limb bud.
